Former apartment buildings rarely see reincarnations such as this, but this consistent work in progress is bringing a vintage tower back to life. Its dated exterior does nothing to help its cause, with old-fashioned air-conditioning units resting precariously on each windowsill. But its location on the edge of downtown and a management whose mission is perfection make it a worthy alternative to the downtown sleep factories.
